Rewrite Default Variables (&, ~, ?)

Hi,

I used to work with this third party app that allowed me to change those default variables (~, ?, &). And right now I'm trying to do this using the IIS Url Rewrite but i'm having a hard time, could someone help me ?

For example:

Real URL -> www.mywebsite.com/detail.asp?productID=1224&name=abcd

My goal -> www.mywebsite.com/detail.asp~productID~1224~name~abcd
