How to rewrite the uppercase in hyperlink to lowercase?

I would like to rewrite all the hyperlink with uppercase to lowercase. Is it possible to achieve this with URL rewrite? I learned that the outbound rule can rewrite the a tag. So how could I achieve this with outbound rule? Thanks in advance.
