mod_rewrite 404 errors

hI all.

Do I need Apache to have IIS work the mod_rewrite module?

So far I tried to import in htaccess via url rewrite feature in IIS which created some rules, as some rules weren't allowed, but nothing is redirecting properly. I get 404 errors when I try to redirect.

I tried a third party APE program and that worked somewhat to redirect most pages, but I had to go back to a prior VM image for Win 2012 Server to start things over for the particular site I work with and no 3rd party packages are working at all. So I tried loading in all the packages from here:

http://www.iis.net/downloads/microsoft/url-rewrite

and work things thru IIS URL rewrite solely.  

Please please help!

os- win 12 server

IIS ver - 8

Loaded - FAST CGI for PHP / +MySQL
