Problem with web.config and Codeigniter

Hello there

i have 2 codeigniter applications on the same server

|--------|-----application

|--------|-----system

|-----application

|-----system

also i have a ssl certificate

i wrote this web.config

but it's not allowing me to access the admin folder

any help ?
